RESOLUTION AUTHORIZING ACCEPTANCE OF

STUDENT DRIVER EDUCATION TEACHERS FROM SOUTHERN ILLINOIS UNIVERSITY

 

 

                BE IT RESOLVED by the Board of Education of School District No.____________, of _____________________________, Illinois, in regular meeting assembled, that the chief administrative officer of the school or schools under our jurisdiction is hereby authorized and directed to enter into arrangements in conformity herewith for the use of school facilities and assignment of driver education teachers for the supervision of students of Southern Illinois University as student driver education teachers for the academic year of Southern Illinois University __________ - __________, and

 

                BE IT FURTHER RESOLVED that the said student driver education teaching arrangements shall be consistent with the usual plan of such supervised student driver education teaching as conducted by Southern Illinois University; namely:

 

                (a)   That the cooperating master driver education teacher who isare to perform the direct supervision shall be selected by University officials with the approval of this Board’s chief administrative school officer.

 

                (b)   That for each academic semester of Southern Illinois University during which a cooperating master driver education teacher is assigned one or more full-time or part-time student driver education teachers hereunder, the cooperating master driver education teacher will receive no additional compensation from SIUC.

 

                (c)   That the University shall exercise no authority over the school programs, procedures, or policies; and that the only control functions to be exercised by the University shall be through its occasional meetings of the cooperating master driver education teacher, its requirements for proper and appropriate reports to be made by such cooperating master driver education teacher concerning the work of their student driver education teachers, and through its selection of cooperating driver education teachers with the advice and consent of the chief administrative school officer; provided, however, that major changes in school programs, procedures, or policies, shall be reported to the University for its information.

 

                (d)   That the student driver education teachers assigned by the University to this school district shall be responsible at all times to the local school administration and to the cooperating master driver education teachers under which they are placed in all matters pertaining to teaching, discipline, and school policy.

 

                (e)   That the student driver education teachers assigned by the University to this school district will have successfully passed an Illinois Criminal Background Check.

 

                (f)    SIUC shall provide and maintain professional liability insurance coverage for all its paid employees acting within the scope of their appointments, and similarly provides such insurance coverage for any of its enrolled students while acting in the scope of an approved unpaid student teachers driver education program for which academic credit or the equivalent may be awarded.  This professional liability coverage for paid employees and unpaid student driver education teachers is provided through the Southern Illinois University Self-Insurance Program, and evidence of such coverage is available upon request. SIUC maintains a self-insurance program which includes coverage for comprehensive general and professional liability in the amount of $1,000,000.

 

                (g)   The school district shall provide facilities and practice appropriate for successful completion of the driver education program.  The school district shall provide learning experiences that are compatible with the missions of SIUC. The school district shall accept an agreed upon number of SIUC student(s) in the driver education student teacher program.

 

                (h)   In the event of injury, a student driver education teacher will be required to report to a local emergency care unit, where the physician on duty will be responsible for determining the proper course of treatment. Any cost or expense associated with such care or treatment shall be the student's sole and individual responsibility, except when an injury results from acts or omissions of the school district, its agents or employees.

 

                (i)    To the extent permitted by law, the school district shall indemnify and hold harmless SIUC, its agents and employees, from any claims, demands, or actions for injury or death of any person, or damage to or destruction of property, to the extent arising out of the act, failure to act, or negligence of the school district, its agents or employees in connection with the activity which is the subject of this Agreement.

 

                (j)    School district shall provide and maintain professional liability insurance coverage for claims of bodily injury, property damage and professional liability, which shall include insuring itself and its agents and employees for their acts, failures to act, or negligence, rising out of, or caused by, the activity which is the subject of this Agreement. School district shall provide a copy of its liability insurance coverage policy to SIUC upon request.

 

                (k)   School district shall provide and maintain standard driver education vehicle in safe operating condition, properly licensed, and liability insurance coverage for claims of bodily injury, property damage and professional liability, which shall include insuring itself and its agents and employees for their acts, failures to act, or negligence, rising out of, or caused by, the activity which is the subject of this Agreement. School district shall provide a copy of its liability insurance coverage policy to SIUC upon request. and

 

                BE IT FURTHER RESOLVED that the assignment of any particular student driver education teacher or any particular cooperating master driver education teacher may be terminated at will by this Board or by the University, and that this agreement may be wholly terminated at will by this Board or by the University upon two weeks’ notice effective at the end of any academic semester of Southern Illinois University, and

 

                BE IT FURTHER RESOLVED that said school district is cognizant that Southern Illinois University Carbondale, in compliance with the equal opportunity clause of the Statutes of the State of Illinois, and with the Illinois Fair Employment Practices Act, arranges placement for student teachers, interns, and practicum students without regard to factors of race, color, religion, sex, national origin, or ancestry, and

 

                BE IT FURTHER RESOLVED that this resolution become a part of the minutes of this meeting of the Board of Education and that a copy of this resolution be transmitted to Southern Illinois University with the Secretary’s attestation that it was duly adopted by the Board and included in the Board minutes.
